I need some help with a question. If anyone has time, would someone track down and email me the legal authority for the use of a "consent agenda" by the City Commission?

Maybe it was merely adopted procedure because everyone else seems to be doing it?

When Randy Grey was Mayor over the present City Commissioners, they used the "Consent Agenda" to rob the citizens of their right to vote on the proposed power plant. Here is the reference:

Is that it cost us to have SME 'write up' our water contract, where we continually get NOTHING in return?

It is also interesting that some places have a Pre-Consent Agenda.
